028 First indicator: Value 0 - Issue number

Value 0 indicates that the number is an issue or a label number. The issue number is the number used to identify the issue designation, or serial identification, assigned by a publisher to a specific sound recording, side of a sound recording, or performance on a sound recording or to a group of sound recordings issued as a set. The issue number appears on the record label or, in some cases for a group of sound recordings, on the packaging of these recordings.
