Field 086 contains the classification number assigned to a government document by a government agency at any level (e.g., provincial, state, national, international). If a number can be characterized as both a stock number (field 037 ) and a classification number, the number is recorded in field 086. If the nature of the number is unknown, it is recorded in field 037 (Source of Acquisition). Field 086 is repeated for multiple valid government document classification numbers.
The government document classification number is an agency-assigned data element . It is assigned by designated agencies that have a government classification program.
The National level record requirement for this field is Mandatory if applicable.

of Documents Classification. Both
indicators were undefined; subfield $a contained the classification number.

First Indicator - Government
jurisdiction (BK MP MU VM SE)
[obsolete]: In
1975, the scope of the field was expanded to include document numbers
from other government jurisdictions. The name of the field was changed
to Government Document Number
and the first indicator was defined as Government jurisdiction with
values 0 (United States), 1 (Canada), 2-9 (Reserved).
In 1981, the scope of the field was restricted to call numbers and
classification numbers, the first indicator definition was made obsolete,
and subfield $2 was defined for recording a code for the
source of the number.
First Indicator - Source of number (BK MP MU VM SE)
Value # - Undefined
[obsolete]: In
1985, the first indicator position was given its present definition. Records
created prior to this change may contain value # (blank) coded when
the first indicator was undefined,
or values 0 or 1 depending upon the active definition of
the indicator.
Second Indicator [obsolete, 1997]
[CAN/MARC only]: Prior to 1997, the second indicator was defined to
indicate the name of the printing agency as well as the language of the
work. The values were: # (when first indicator is not "1"),
0 (IC cat. no.), 1 (Cat. IC, no.), 2 (QP cat. no.),
3 (Cat. IR, no.), 4 (DSS cat. no.), and 5 (Cat. MAS,
no.).
