In making changes, consider the inherent flexibility of the note structure. Do not change existing notes unless they are incorrect, incomprehensible, or in actual conflict with established LC policy and practice. Add notes from categories required by relevant rules, interpretations, etc. Verify that the order of the notes conforms with the rules.(4)
