Box 1 must be changes to reflect full-level status (from 1 to "blank") or less-than-full-level status (from 1 to 7).

Box 17 must be changed from d to c to indicate that the record was generated through a cooperative program.

Give special attention to reviewing other fixed fields, making appropriate changes if necessary.
