In making changes, consider the inherent flexibility of the note structure. Do no change existing notes unless incorrect, incomprehensible, or in actual conflict with established LC policy and practice. Add notes from categories required by relevant rules, interpretations, etc. Verify that the order of the notes conforms with policy.

Note that the GPO item number (tag 074) and the superintendent of documents number (tag 086) cannot be verified against the LC copy by should always be retained in the record.
