Boundaries:
When only two countries, states, etc. are portrayed on a boundary map, class the item under the first one named. If there is no title, preference is alphabetical.
When all the boundaries of a single country, states, etc. are shown, no matter how many others are involved, classify the item under the central country, state, etc.
When the boundaries of three of more countries, states, etc. ate portrayed, but no one area has all its boundaries shown, class the item under the geographical area that includes them all.
