In its "outline and base" aspect, A1 applied only to maps that contains very littler information beyond the outlines or boundaries of countries, states, etc.

Many maps called "base map" are not classed in A1 by LC because of this interpretation.

The subject heading used in conjunction with this aspect of A1 is [Place]--Maps, Outline and base or Plotting charts--[Place].

Any other subject Cutter takes precedence over A1.
