F7 Administrative and Political Divisions:

This subject Cutter is used for maps whose primary emphasis is on boundaries, either internal only, or both internal and external, and is applied despite the level or number of boundaries shown.

Items, such as those with titles like World political map, which show only country boundaries and contain litter actual administrative information below the country level, are usually classed as general maps, unless the boundaries are virtually all that is shown. In these cases, F7 may be used.

The only thing that may distinguish such a map from an outline or base map is the publisher’s intent as expressed by the title, coloring, etc.
