Administrative regulations:

Rules or orders promulgated by a governmental agency under statutory authority to carry out the intent of the law.  In the United States, regulations have the force of law.  In other jurisdictions, such as Canada and Great Britain, they are known as statutory instruments which are considered to be laws because the regulations are returned to the parliaments for review and enactment.  These distinctions affect choice of entry under AACR2 21.32.
