If a name consists solely of two surname elements, or of two surname elements and a word or phrase associated with the name, and the name is entered under the last element (e.g., Portuguese names), treat the other element as a forename. In this case, do not include in the heading a word or phrase associated with the name (unless 22.19B. applied).
