Applicability:

When a body presents itself as a subordinate unit of a legislature (or of a chamber) apply the rule without regard for the fact that some or eve all the members of the body are non-members of the legislature.

When a subordinate unit is entered as a subheading of a particular chamber of a legislature, generally do not make a reference from the unit as a direct subheading of the legislature.
