To accomplish the objectives mentioned in 0A1 it is necessary to apply the basic premise that when any changes occur other than in the date of publication, the latest title page or its substitute is used as the basis for either the original preparation or the later update of the bibliographic record for the publication.

Exception: The transcription of the earliest or earliest known date of publication, etc., is mandated for the reason that the transcription of a later date would result in the creation of separate bibliographic records for artificial "editions" when these are actually the same publication in different stages of updating either within the same institution or in different institutions (see 4F Preamble). This means that the bibliographic record may reflect one or more title pages--due to their changeable nature.
