Character position definition and scope:

A one-character alphabetic code indicates whether or not there are volunteer opportunities at the community information entity.  Volunteers are usually expected to go through some training in order to serve and usually have to agree to serve a certain number of hours, etc.

Volunteer opportunities information in textual form may be present in field 571 (Volunteers Note), first indicator value 0 (Opportunities).
