Character position definition and scope:

A one-character alphabetic code that indicates whether a change in any field in a record is being considered.  The organization investigating the modification may be identified by the MARC code contained in the last subfield $d of field 040 (Cataloging Source).  Code b alerts users to a potential change in a record after its initial creation.  The completeness of the authority information contained in the record is indicated in Leader/17 (Encoding level).  The fill character ( | ) is used when no attempt has been made to code this 008 position.
