Character position definition and scope:

A one-character alphabetic code indicates the extent to which the formulation of the classification number or index term contained in the 1XX field conforms to the scheme identified in field 084 (Classification Scheme and Edition).

The codes defined for 008/11 apply only to the 1XX field.  The completeness of the entire classification record is indicated in Leader/17 (Encoding level).
