Update 3, Spring 1996

Update 3 reflects the completion of the implementation of format integration, particularly the integration of the fixed length fields. The existing fixed length fields in the CEG have been rearranged to accommodate the new elements. A number of new variable fields and subfields also became available with the full implementation of format integration. Requirements for special format serials have been developed with the addition of eight core records, and existing guidelines for special formats were expanded and revised to reflect format integration.
